Securing a decisive victory in poverty alleviation is a key measure to build a moderately prosperous society in all aspects, and also the only path to happiness for the Chinese people and rejuvenation for the nation.
As a leading State-owned enterprise, owned by the Gansu provincial government, Jinchuan has shouldered the major task of serving the country through industrial development in the new era, reached out in the great cause of poverty eradication, and made its due contributions to the prosperity of the country, revitalization of the Chinese nation, and the well-being of the Chinese people.
Since 2012, the group has successively undertaken tasks to lift out of poverty 804 households across 33 impoverished villages where its business is located. Those villages are scattered across six extremely poor counties and districts in two of China’s northernmost and southernmost underdeveloped provinces.
They have different geographical and climatic conditions, which are the basis for agricultural development.

In 2013, after a year of field research and communication with local farmers and cadres at different levels, Jinchuan established an industrialized mechanism to help them shake off poverty and live better lives. The group took concrete steps to ensure the continuous and steady growth of farmers’ per capita income through popularizing new varieties, technology and facilities, and promoting refined policies, industrialized assistance, market-oriented development, and professional training.
To improve the efficiency of achieving its goals through industrial development, Jinchuan has invested over 10 million yuan ($1.48 million) annually in industrial revitalization in partner villages, and has selected 27 public-spirited cadres with rural life experience to work there. The group also appointed a middle-level cadre to coordinate, guide and manage the eight settled assistance teams.

Improving the sustainability and self-renewal of concerned projects is crucial to achieving poverty eradication via industrial advancement. Rather than making mere donations, Jinchuan set up new economic organizations by combining cooperatives, farmers and leading agricultural enterprises in accordance with its industrialized philosophy. With asset investments, the group integrated small businesses into orderly large-scale production, and intensified organization through appropriate scale expansion, centralized management, the rational use of production factors and unified marketing and technical services.
With an average schooling of 3.5 years, villagers in Jinchuan's partner counties and districts suffer from a low quality labor force and the intergenerational transmission of poverty. Since December 2016, the company has sent teachers from its staff training center to help those areas establish targeted poverty-alleviation skill training bases and provide onsite training, benefiting more than 1,530 workers.

In 2013, the group invited 12 leading agricultural enterprises outside the province to attend industrial project matchmaking meetings in Lanzhou, capital of Gansu province, with the governments of Jishishan county, Anding district and Xiahe county of Gansu. At the event, corporations in Shandong province, Shenzhen in Guangdong province, and other places signed seven cooperation agreements, such as purple sweet potato and small grain processing and high-end livestock product marketing. Since 2014, Jinchuan has introduced companies in pharmaceuticals, cattle and sheep breeding, and agriculture sectors to help farmers' professional cooperatives in poor villages grow quickly.
Over the past eight years, Jinchuan has offered 230 million yuan in poverty alleviation for its partner assistance areas, and its industrial projects have benefited more than 34,800 people from 8,700 households.
All 33 villages assisted by the company were lifted out of poverty, and the poverty rate slumped from 37 percent in 2012 to 1.14 percent. A total of 789 registered impoverished households now live above the poverty line, and the annual per capita net income of farmers soared from 1,554.5 yuan in 2012 to 6,208 in 2019. Jinchuan is the only enterprise in Gansu that has won the title of provincial advanced assistance unit for eight consecutive times.
